Universal Preschool Program
All children in Colorado can apply for up to 15 hours per week of tuition-free, high-quality preschool in their year before kindergarten through Colorado’s Universal Preschool program.
- Families may qualify for more free hours based on a number of qualifying factors, per available funding.
- Preschool-aged children with an Individualized Education Program (IEP) should contact their Special Education Administrative Unit (AU) before registering.
- Families who choose to send their children to kindergarten on a delayed schedule can still utilize their funding in the year defined by their local school district as the year before kindergarten and then pay for another year of preschool after that. The funding can not be utilized in any other program year than the year before kindergarten, as defined by the local school district.
To be eligible for a given program year, children must be 4 years old on or before October 1 of that school year.

Completing a Flagstaff Academy application in concurrence with completing a UPK application will allow us to track your UPK application. Additional information on qualifying factors to receive additional UPK hours can be found here.
